A systems theoretic process analysis (STPA) approach for analyzing the governance structure of fecal sludge management in Japan
This paper analyzes the governance structure of Fecal Sludge Management system in Japan (the Johkasou system) through the application of systems tools such as Systems Theoretic Process Analysis (STPA). The analysis is carried against robust and independent criteria that define the objectives of a “good” governance structure, that is, efficiency, accountability, and legitimacy.
